Jak donosi  portal serwisy.gazetaprawna.pl główne założenia projektu noweli ustawy o odnawialnych źródłach energii to wsparcie dla stabilnych źródeł energii, nowe zasady aukcji OZE i założenie, że prosument wytwarza energię na własne potrzeby. Projekt nowelizacji zostanie zgłoszony jako inicjatywa poselska, co pozwoli ograniczyć czas potrzebny dla okolicy. Według Gazety Prawnej największym wsparciem w systemie aukcji mają być objęte przede wszystkim te technologie, które wytwarzają energię w sposób stabilny i przewidywalny. Mniejsze wsparcie natomiast przeznaczone zostanie dla energii z wiatru i słońca. Ważna zmiana dotyczyć ma zasad wspierania prosumentów. Nie będzie tzw. taryf gwarantowanych. Prosument będzie natomiast mógł rozliczyć różnicę między ilością energii, którą wyprodukował a energią pobraną w stosunku 1 do 0,7 w przypadku mikroinstalacji do 7 kW; 1 do 0,5 - w przypadku w mikroinstalacji mocy większej niż 7 kW i 1 do 0,35 - w przypadku energii elektrycznej wytworzonej w mikroinstalacji, na którą prosument otrzymał wsparcie ze środków publicznych.
