UE uzgodniła na szczycie energetycznym, że ograniczy emisje CO2 o 40 procent do 2030 r. (względem 1990 r.). Ale biedniejsze kraje, w tym Polska, będą mniej obciążone kosztami realizacji tych celów. Polska wywalczyła utrzymanie systemu darmowych pozwoleń na emisje do 2030 r. Do tej daty 40 proc. uprawnień do emisji CO2 kraje o PKB poniżej 60 proc. średniej unijnej (realne z 2013 r.), w tym Polska, będą mogły rozdawać elektrowniom za darmo.

Premier Ewa Kopacz w piątek po zakończeniu spotkania przywódców w Brukseli powiedziała, że ze szczytu UE wraca z tarczą. Według niej Polska otrzymała 100 proc. tego, o co walczyła. Przekonywała, że wraca z pakietem gwarantującym nam niższe obciążenia klimatyczne niż te z 2007 r.
Podobnie ocenił szczyt energetyczny minister Grabowski, który w sobotę w radiowych "Sygnały Dnia" powiedział -"Dla mnie to jest oczywiste, że z wielu punktów widzenia jest to dobre dla Polski, dla polskiej energetyki, dla polskiej gospodarki, bo to po prostu nam umożliwi z jednej strony modernizację, a z drugiej strony utrzymanie konkurencyjności i przemysłu i ostatecznie też naszych portfeli oszczędzi”.
